Residence Status for Tuition Purposes

Tuition and fees are based on where a student lives - also called residence classification. Students are classified as in-district, out-of-district or non-resident. When students are admitted to Alvin Community College, they are informed of their residence classification based on information from their Admission Application.

In-District Students

To qualify as in-district, students must reside within the geographic boundaries of the Alvin Community College District. Students may be required to furnish evidence proving residence.

Out-of-District Students

Students who reside in Texas for at least 12 months prior to registration, but outside of the Community College District, are considered out-of-district students. Students may be required to furnish evidence proving residence.

Non-Resident (Out-of-State or Non US Citizen) Students

Students who have not resided in Texas for the 12 months prior to registration are considered a non-resident of Texas.

Non-Resident / House Bill 1403 Students

Students may apply under Texas House Bill 1403 if they meet the following criteria:

  • alien resident that has filed a declaration of intention with the proper federal immigration authorities to become a permanent U.S. resident, and
  • has lived in Texas 3 or more consecutive years leading up to graduation from a Texas high school or receipt of GED, and
  • has not taken college courses at a Texas college or university prior to 2001, AND has filed an affidavit with the college indicating the student will apply for permanent resident status as soon as (s)he is able to do so. The student is not required to hold a non-immigrant visa or to have applied for or been awarded permanent US citizenship.

Please note: If a student's residency changes after admission to the college, the student can file a Residence Reclassification Petition with the Registrar's Office. The resident classification change will take affect the following semester.
