ACC Regents Approve 2017-18 Budget

The Alvin Community College Board of Regents approved the 2017-18 fiscal year budget during their meeting on Thursday.

 

The $31.13 million maintenance and operations budget is a 6.8 percent increase from the previous year. The budget will allocate $750,000 to be placed in institutional reserve.

 

The budget was approved with a 7-1 vote. Regents Jody Droege, Patty Hertenberger, Cheryl Knape, Mike Pyburn, ‘Bel Sanchez, Doyle Swindell and Andy Tacquard voted for it. Regent Bart DeWitt voted against. Regent Roger Stuksa was not present.

 

The Texas Legislature increased the amount of state appropriations to ACC by ten percent due to the increase in enrollment at ACC and student completion rate.

Community colleges are funded through three main sources: state appropriations, student tuition and local property taxes. Estimated revenues for the fiscal year include $7.74 million from tuition and fees and $7.93 million from state appropriations.

Projected tax rates and property tax revenues will be calculated once property values are finalized.

 

Included in the budget is a 2 percent salary adjustment for employees, equipment and software upgrades. Also included are five new faculty positions, four new staff positions and two police officer positions were changed from part time to full time.

In other action, the board received recommendations from the Facilities Advisement Community Team regarding a potential bond issue that would fund a new technical programs building to house several existing programs as well as to accommodate new programs; safety and security features such as cameras, lighting and swipe cards; upgrades to critical infrastructure systems such as HVAC, electrical and plumbing; and renovation of the main academic building.

The recommendations were presented after a series of meetings from the FACT committee over the past several months. This committee was comprised solely of ACC taxpayers.

The board will consider taking action on the recommendations during their meeting on August 17.

Regents also:

-heard data report on head count and contact hours

-heard report on Administrative Services

-approved requests for proposals for medical ventilators, a business information system and Nursing licensure exam prep

-approved $132,560 to purchase Process Technology equipment

-approved appointment of Records Management officer

-approved monthly financial reports

-heard report on disaster recovery contractors

-approved a grant application

-approved hiring of Dr. Jerry Fliger as Dean of Arts and Sciences

-approved hiring an Economics instructor Laura Leal
